Doctor of Philosophy of the German Foundation for International Cooperation in Bonn (1966-1968). Staff member of the United Nations (1968-2000), with duty stations in Ghana, Pakistan, Turkey and New York (1968-1981); head of UN offices in Botswana, Pakistan and India; Director of the UNDP Office in Geneva (1982-1998); Assistant UN Secretary-General and UN Humanitarian Coordinator for Iraq (1998-2000).
